Job Description / Responsibility
  • The Information and Communication Technology (ICT) Manager will be a part of the organization’s Knowledge Management Team and serve as a bridge linking all ICT for Development activities of the organization.
  • S/he will have ability to understand the nexus between cutting-edge and context-appropriate technologies and media, and will lead the conceptualization, development, management and implementation of a variety of mHealth/eHealth/ICT initiatives, and related content in close coordination with national and international partners for successful, locally-sustainable project ownership.
  • The ICT Manager will provide technical input to designing ICT-based campaigns and elearning platforms; promote partner coordination and oversight of field-based implementation, monitoring and evaluation of different ICT-based projects.
  • ICT manager will work in collaboration and in close cooperation with the IT department of the organization, as well as with program and content specialists.
Essential Duties and Responsibilities include the following:
  • Facilitating development and delivery of ICT strategies, work plans, assessments, and evaluations
  • Effectively communicating for program and content specialists the relevant applications, benefits and challenges of various ICT solutions.
  • Proactively researching and learning about innovations in eHealth, mHealth and ICT for Development; Sharing related knowledge with program and content specialists.
  • Building ICT awareness and capacity among organization’s program staff and among partner organizations, so that ICT becomes integrated throughout the organization.
  • Working with project teams to identify where and how new technologies and nascent innovations could expand the reach and impact of the project and its activities.
  • Identifying opportunities to digitize current processes to maximize efficiency, and to position the organization as a leader in ICT solutions and Knowledge Management.
  • Building and managing a network of technology partners, including the technology-based initiatives of the GOB.
  • Collaborating closely with capacity building and knowledge management leaders to identify and provide the best technology options for project partner collaboration.
  • Other related duties may be assigned.
Specific tasks include the following but are not limited to:
  • Provide intensive guidance in the development of a platform(s) for delivery of health-related SBCC/KM content via mobile phone, tablet or netbook at frontline community level and in health facilities; select and acquire required applications to facilitate user-friendliness of the devices
  • Advise on creation and scale-up of SBCC/KM etoolkits and eLearning products
  • Support creation of online spaces for interaction in the HC3 regional springboard/hub, including identifying social media opportunities, utilizing webinars, and supporting regional partnerships.
  • Provide technical assistance to field programs on the use of digital and mobile communication approaches.
  • Work closely across the organization’s projects to share technology platforms as appropriate.
Educational Requirements
Masters degree in Computer Science, Information Science, or any other related field from a recognized university or equivalent relevant qualification.

Skills and Experience Requirements
  • Minimum 5 years of experience of applying ICT solutions to development issues
  • Have knowledge of HTML, CSS, Javascript, PHP, Java, MySQL
  • Familiar with any CMS (WordPress, Joomla, Drupal), LMS (Moodle, eFront) and MVC Framework (CodeIgnator, CakePHP) etc.
  • Familiar with Digital Archive (Dspace, Omeka) etc.
  • Familiar with SMS, Social Media, email campaign.

  • Ability to understand the needs and objectives of communication and knowledge management programs, and to communicate potential ICT solutions and innovations to program and content specialists;
  • Strong background in technology development and innovation and managing ICT projects.
  • Good background in new media, social networking, and IT mobile content delivery.
  • Outstanding interpersonal and networking skills
  • Excellent verbal and written communication skills both in English and Bangla
  • Ability to work well under pressure and at ease, to handle multiple tasks at any given time and to work harmoniously as part of a diverse team.
  • Ability to take initiative, identify opportunities, and communicate them effectively to all concerned.
Desirable:
  • Knowledge of social and behavior change communication as related to public health.
  • Experience in developing and applying knowledge management solutions.
  • IT experience in a multi-office & multi-national environment
