Position Title, Location & Contract Duration
Finance & Administrative Officer (01 position) for Global Women Economic Empowerment Initiative Phase II (GWEEI II) Project
Location: Based at CARE Bangladesh Headquarters.
The duration of the proposed contract is up to January, 2016.
| I. Job Summary: |
The Global Women’s
Economic Empowerment Initiative aims to empower factory workers through
education and life skill training. Together with NGO partners,
academic and research institutions such as CARE in Bangladesh, Tufts
University in USA, Mission Measurement, Northwestern University,
Swasti, World Vision and BSR in China, Walmart has committed to
rolling out a women’s empowerment program to 150 Walmart-affiliated
factories in India, Bangladesh, Central America, and China. The
program will be rolled out over five years, beginning in 2011 with
work in India and Bangladesh. CARE Bangladesh has been selected to
serve as the lead partner in development of a global curriculum and
teaching module for the aforementioned competency building trainings.
Finance & Admin Officer (F&AO) will
provide Financial and administrative support to – GWEEI and PACE at
Community project under Workforce Engagement to ensure smooth running
of operations. S/he has to maintain communication to all support
sections at CBHQ for relevant admin and finance issues and field
offices for this purpose. S/he will prepare the budget for the projects,
budget analysis; variances etc. periodically. S/he will take the
lead responsibility to coordinate and implement financial management
and general administrative activities across the program areas to
measure and document the changes that have taken place due to direct
delivery and partners’ implementation. The F&AO will be
responsible for all administrative support and financial/portfolio
management and information systems and help standardize systems
across the Program. |
| II. Responsibilities and Tasks: |
| Responsibility # 1: Provide Budgetary support and Ensure Financial management |

- Responsible for budget preparation, budget revision, pipe line budget & key factor preparation.
- Prepare quarterly budget Vs. Actual expense & Forecast analysis.
- Review & checked all kind of project bill voucher, project advance & travel expense.
- Set up priority of financial activities and ensure the financial support to the programs in an effective manner
- Keep the record of the updated fund status
and will provide analytical report to the management on the fund
utilization in time

| Responsibility # 2: Financial report preparation for internal and donor reporting |

- Preparation of quarterly, semi-annual and forth coming yearly cash & pipeline projection for GWEEI project
- Prepare quarterly donor financial report & share with senior Management on different strategic point of view.
- Preparation of financial reports for quarterly , semi-annual and annual reports for donor
- Preparation of fund as well as CARE Chart of Accounts/sector wise monthly expense summary for GWEEI Project

| Responsibility # 3: Provide Administrative and logistic support to the Project |

- Provide logistic support & arrange different event, workshop, training of GWEEI and PACE at Community Project Staff
- Ensure vehicle, accommodation for consultant, donor’s point person, and project staff, as appropriate.
- Keep track & ensure safeguard of all office furniture-fixture & IT equipment.
- Ensure support to the expatriate as needed time to time
- Proper documentation and recording of documents and information.
- Communicate with the stake holders of the projects for various purposes.

| Responsibility # 4: Procurement, HR and Inventory Resource management |

- Oversee the overall project procurement of
including the preparation of the PR and subsequent follow up for
procurement and ensure timely receiving of goods.
- Work closely with HR department in recruitments, staff training & on others staff facilities related issue
- Analysis the existing project budget before the procurement.
- Assist to procurement section through supply the quality sample as well as follow up to the procurement department.
- Ensure that all the program inventories and filing systems are well organized
- Prepare monthly FF&E report and ensure sending the report to P&M Section
- Initiate and process the disposal and turn
over FF&E items according to the CARE Bangladesh existing policy
and procedure.

| Responsibility # 5: Liaison and Coordination |

- Maintain effective communication with all
support section of CBHQ and Field offices to ensure timely supports
for project activities.
- Purposeful working relationship with key
stakeholder, consultant & Research organization whose work is
relevant to GWEEI
- Ensure transparent and efficient communication with field staff

| III. Reporting: |
| Reports to Workforce Engagement Team Leader |
| IV. Working Condition: |
| Based in Dhaka with field visit to PNGOs offices as per requirement |
| V. Qualification: |
- Masters Degree in any discipline in Commerce, preferably in Finance and Accounting background.
- 3-4 years professional experience in relevant field
- Computer skills (word processing, spreadsheet and database), knowledge of SCALA software program is an advantage

| VI. Core Competencies: |
- Ability to conduct cost analysis, good leadership skills and team building ability.
- Knowledge of financial operations and management and in general administration
- Strong Communication, reporting and presentation skills in English and Bangla
- Other key competencies: facilitation, collaboration, and problem solving
|

looking for a Finance & Administrative Officer who
will play a key role in the Global Women Economic Empowerment
Initiative Phase II (GWEEI II) Project whilst at the same time building
a learning culture that promotes knowledge sharing across CARE and
excellence.
Compensation
Monthly gross salary is Taka 32,400 plus other admissible benefits as per policy.
