Technical Manager – M&E (01 position) for Global Women Economic Empowerment Initiative Phase II (GWEEI II) Project
Location: Based at CARE Bangladesh Headquarters.
The duration of the proposed contract is up to January, 2016.
| I. Job Summary: |
The Technical
Manager-M&E will work under direct supervision of the Team Leader
–Workforce Engagement and lead in developing and refining M&E
tools, guidelines and formats, methodologies for M&E studies of
GWEEI phase II and PACE at community projects. S/he will develop
research concept, conduct different surveys and prepare project
progress report, case studies, monitoring training follow up report and
other special report & related documentation. It will be
performed in regular interval and as per requirement of project. S
/he will be responsible for leading M&E unit in implementation,
coordination and analysis of the project’s, monitoring activities
e.g. M&E data collection, data and information management
including template design, data entry, cleaning, logical checks,
analysis and interpretation. S/he will ensure promotion of gender
equality, women’s empowerment in operation of different project
activities.
S/he will ensure information management which
includes electronic and hard copy document management, compiling and
summarizing information according to project needs. S /he will also be
required to distribute relevant documents to project staff and other
relevant stakeholders if required. S/he will ensure generation of
quality monitoring data, sharing the report with all project areas.
S/he will travel around project areas to provide support for team
both CARE and other partners. S/He will maintain liaison with
GoB/NGOs, other counterparts, and other relevant stakeholders. |
| II. Responsibilities and Tasks: |
| Responsibility # 1: Leading in developing project monitoring and evaluation design and implementation framework |

- Lead in providing technical and practical
inputs to design and Implementation of effective monitoring and
evaluation systems within the program.
- Lead in identifying and designing the key indicators for each component to record and report progress
- Develop and maintain data bases, data entry template with the assistance of project team
- Incorporate gender issues in monitoring and evaluation systems to
Promote gender issues in each and every activity of the project. |

| Responsibility # 3: Overall project monitoring and performance data handling, management and storage. |

- Lead in developing monitoring methods and techniques with continuous inputs from PM, PO and other concerned staffs.
- Develop M&E database at appropriate software with the assistance from PM, PO and other concerned staffs.
- Lead in designing information collections tools.
- Guide PO/TO to supervise data entry, cleaning and logical checks.
- Manager -M&E will analysis and interpret raw data found from the M&E
- Data with close coordination and support from PM, PO and other concerned staffs.
- Ensure gender disaggregate data collection, processing and incorporate it into report preparation
Assist Partner Organization in Bimonthly and
quarterly meeting and share information collected from fields to
reflect field progress and challenges. |

| Responsibility # 2: Develop participatory monitoring and evaluation tools to track project performances and impact |

- Develop participatory monitoring and
evaluation tools for the project with the constant assistance from
Project Manager and Training Officer.
- Give training to staff to ensure that developed tools are user friendly and give the data required.
- Ensure project M&E data collection, validation and compilation as per Project requirement.
- Lead in preparing project M&E report and
ensure project performances are in track with the necessary support
from Project Manager and other staff like PO and TO.
- Integrate gender issues in PM&E tools and guide lines and implement it.
Frequent follow up visits to make sure about use of tools, processes, and approaches for M&E systems. |

# 4 Oversee participatory quantitative and qualitative surveys other
monitoring and impact assessments tools and prepare report for
sharing at appropriate levels |

- Participate in different impact assessment
study and measure, documented impact that contribute empowerment studies
on RMG sectors workforce especially women by the project activities.
- With support of field staff, develop and
document evidence based lesson learned, success, challenges and
learning oriented case studies on project activities and circulate.
- Incorporate gender issue in quantitative and qualitative survey and follow up gender impact.
- Prepare project reports monthly, bimonthly/quarterly and yearly with close support from PM, PO and other concerned staffs.
- Assist Team Leader in preparation of Donor reports and other strategic papers and presentations.
- Share M&E reports, learning and key
messages with staffs and other stakeholder level as appropriate
format at certain frequency as per M&E framework and timeline.
- Participate in especial M&E events e.g.
survey, workshop, other relevant project trainings in country and out
side country.

# 5 Build capacity of project staffs and partners to collect, store
and analyze data and ensure that the project strategies and delivery
mechanisms are achieving objectives. |

- Assess existing capacities in M&E and identify priority-training needs.
- Direct Workforce team on effective and
appropriate methodologies and framework for measuring impact and
promoting participatory approaches for the ongoing planning, monitoring
and evaluation activities.
- Ensure the quality of reports produced by the staff.
- Assist Manager- Gender and Training in
developing staff capacities on facilitation, tainting and Guide field
staffs to conduct various studies, interviews.

# 6 Maintain working relationship with Key stakeholders and M&E
point persons of CBHQ and other projects as required by M&E
strategy |

- Help management in identifying potential key stakeholders related with GWEEI project.
- Develop participatory progress review system with close coordination of stakeholders GWEEI management staffs.
- Facilitate progress review workshops as per
mutually fruitful way to validate internal program M&E data in
participatory way with the assistance from PM, TO and POs.

| IV. Working Condition: |
| The position based
at CBHQ, with approximately 60% of his/her time at field to monitoring
project activities. Close contacts are required with Project Manager
of GWEEI and PACE at Community Project, Director- Women and Girls’
Empowerment and PNGs PM and other projects working in similar field. |
| V. Qualification: |
- Masters’ degree preferably in
Statistics/Business Administration/ Management Information System or
Social Sciences or equivalent with combination of qualifications and
practical experience in relevant field.
- Minimum 4-5 years relevant working experience
in the monitoring and evaluation of development projects including
at least 3 years in data management and analysis. Besides supervisory
experiences is needed for dealing with direct supervisees and other
staffs indirectly under technical guidance.
- Good computer skills in MS Office, data base management, application of MS-Access and SPSS is essential.

| VI. Core Competencies: |
- Knowledge of research methodology, experience
in conducting survey applying sampling techniques and a good
understanding of Qualitative and quantitative aspects of
participatory M&E.
- Excellent and data presentation and report writing skills.
- Proficient in handling qualitative data, PM&E tools and reporting.
- Have good understanding on gender & women empowerment issues,
- Excellent written and verbal English communication skills.
- Strong Understanding of M&E framework with a capacity to explain such framework to the team.

Compensation
Monthly gross salary is Taka 68,800 plus other admissible benefits as per policy.
